Rutland & Melton
Conservative hold
The smallest county has its local government authority back, but it is still not big enough to form a constituency of its own, and has to be paired with a large rural section of Leicestershire around Melton Mowbray. This seat of fox-hunting, pork pies and Stilton cheese is still one of the most Conservative in the East Midlands region, and despite a larger than average fall in his share of the vote Alan Duncan still won easily last time.
Alan Duncan, a chirpy partisan Trade and Industry spokesman, was elected in 1992. Small, slim and expensively dressed - "a Bonzai Heseltine" (Matthew Parris) - who spun for William Hague and allegedly came cheaply by one of Shirley Porter's council houses via a neighbour's discount in desirably Georgian Gayfere Street, he was born 1957, educated at Merchant Taylor's, Northwood and St John's College, Oxford, and worked as an oil trader, at one time for the subsequent tax-evading Clinton-pardoned fugitive, Marc Rich. A right-wing libertarian, who urges a minimalist state and has called for drug decriminalisation, he is prominent among the Tory minority consistently voting to legalise homosexual sex at 16.
