Labour hold
Labour's Neil Turner slipped almost unnoticed into the Commons in a by-election in September 1999, following the early death of Roger Stott, on a turnout of just 25pc, and will hold the seat just as quietly and convincingly at the general election. This is one of Labour's old-fashioned heartlands, which is recognisable in a few ways from George Orwell's pre-war investigation of working class culture in The Road to Wigan Pier. It has still few non-whites, single parent households, middle class or Tory or even Liberal Democrat wards, and it is still a temple of rugby league success, even if the pits have closed and most of the population now have mobile phones and videos and other methods of keeping in contact with the outside world. Improved communication does not necessarily lead to universal culture, though.
Neil Turner was elected at a by-election in 1999. Whilst no model Blairite, given his beard and reservations about elected mayors, he is otherwise a very safe pair of municipal hands, with 25 years' service on Wigan Council, and a conventional advocate of public-private partnerships. Born 1945 and educated at Carlisle Grammar School, he was formerly a quantity surveyor. Surveying the (small) quantity of electors who bothered to vote in his by-election, he favours various measures - including electronic voting from home - to boost turnout. In March this year he scored something of a first by returning a constituent's letter with spelling mistakes ringed.
